Advancing Reproductive Rights in Central and Eastern Europe: Key Updates from ASTRA

25.02.2025

The latest edition of the ASTRA Bulletin highlights the ongoing challenges and advancements in sexual and reproductive health and rights (SRHR) across Central and Eastern Europe and Central Asia. As restrictive policies and anti-gender movements gain momentum, activists and organizations continue to resist and advocate for the protection of fundamental rights. This update provides an overview of significant developments in the region.

Challenges to Reproductive Rights in Moldova

One of the most concerning issues in the region is the recent ban on telemedicine abortion in Moldova. The restriction, imposed by the Ministry of Health, reverses progress made in expanding access to safe abortion care, particularly for women in rural areas and those facing systemic barriers. This decision contradicts World Health Organization (WHO) guidelines, which recognize telemedicine abortion as a safe and effective healthcare service. Civil society organizations, including ASTRA Network members, are calling for the immediate reinstatement of this essential service.

Resistance Against Anti-Gender Policies in Georgia

In Georgia, reproductive rights and gender equality are under increasing threat from conservative political forces. The rise of anti-gender rhetoric and legislative restrictions is making access to SRHR services more difficult, particularly for marginalized communities. Activists and organizations are working to counter these policies through advocacy, education, and grassroots mobilization. International partnerships and regional solidarity remain essential in ensuring that SRHR remain a priority in policy discussions.

Strengthening Support Networks in Hungary

Hungary’s EMMA Association is marking a decade of impact in providing reproductive health support and education. Over the past ten years, the organization has expanded its helpline services, launched a Community Roma Doula Service, and strengthened peer support networks. These initiatives aim to improve access to maternal healthcare, particularly for marginalized women, and to address systemic inequalities in the healthcare system.

Legal and Social Barriers in Kazakhstan

Women in Kazakhstan continue to face significant obstacles, both in terms of domestic violence protections and workplace discrimination. Despite efforts by activists and support organizations, gender-based violence remains prevalent, and legal protections are inadequate. Shelters and legal aid services remain underfunded, leaving many women without recourse. Advocacy efforts are focused on legal reforms to recognize domestic violence as a separate crime and to implement policies that promote gender equality in both public and private spheres.

Progress in Access to Safe Abortion in North Macedonia

Advocacy efforts in North Macedonia are contributing to greater awareness and access to safe abortion services. HERA—Association for Health Education and Research—has been leading training programs for healthcare professionals on medical abortion and contraception. The demand for medical abortion services continues to grow, reflecting a shift toward evidence-based reproductive healthcare practices. Efforts to educate both medical professionals and the public are crucial in ensuring that abortion remains accessible and stigma-free.

The Importance of Regional and International Solidarity

Across the region, restrictive policies and anti-choice movements threaten reproductive rights. However, the work of grassroots organizations, healthcare providers, and advocacy networks demonstrates the resilience of the SRHR movement. Collaboration among local, regional, and international stakeholders remains critical in ensuring that reproductive rights are protected and expanded.

Supporting these efforts through awareness, advocacy, and funding can help sustain the progress made and counter the growing opposition to reproductive freedoms. As organizations and activists continue to work on the ground, raising international awareness and holding governments accountable remain essential strategies in advancing SRHR in Central and Eastern Europe.
