ASTRA Network Statement on the Recent Legislative Actions in Bulgaria

We at ASTRA Network are deeply dismayed by the recent legislative actions undertaken by the Bulgarian Parliament. The swift passage of the law banning under the label of  “LGBT propaganda” information related to LGBTQI+ rights and people in schools and kindergartens is a regressive step that undermines the principles of equality, diversity, and human rights. This amendment, which prohibits the dissemination of content related to non-heterosexual orientations and gender identities, is not only discriminatory but also perilously stigmatizes a segment of the population that deserves protection and acceptance, reducing their access to information and service-provision and placing them at risk.

It is disheartening to witness the convergence of nationalist and leftist parties, along with segments of other political fractions, in supporting this detrimental law. This move represents a stark betrayal of the values of inclusivity and progress that should underpin our societies. Rather than fostering understanding and acceptance, the Bulgarian Parliament has chosen to pander to the most unfounded fears, further entrenching prejudice and discrimination.

We had hoped that the powerful reminder from the women’s Olympic boxing events, which highlighted the dangers of weaponizing gender and womanhood, would encourage a shift towards greater acceptance and equality. Instead, retrograde forces within the Parliament have exploited societal fears to swiftly enact this harmful legislation. This is a deeply disappointing and dangerous precedent.

Our path forward must focus on building a majority of progressive voices in the Parliament who are committed to repealing such discriminatory laws and advocating for the rights of all individuals, regardless of their sexual orientation or gender identity. This is a formidable challenge, particularly in light of the ongoing pre-election situation in Bulgaria, where the electorate faces its eighth election in two years. The apathy among young voters, who abstain from voting and thus leave their future in the hands of those who promote hate, only compounds the issue.

We call upon the citizens of Bulgaria and all European Union citizens, especially the younger generation, to recognize the power of their vote and the importance of participating in the democratic process. It is through active civic engagement that we can challenge and overcome the forces of hate and discrimination, paving the way for a more just and equitable society. Additionally, we urge the European Union to closely monitor and address this infringement of human rights within one of its member states, emphasizing that such actions are incompatible with EU values and human rights frameworks.
